How this works

For every zone, the system creates a pending row when the meeting ends. A Messenger reminder with a one-tap link is sent at T+2h. If still no submission, escalation continues at T+24h (SMS) and T+48h (notify division head). The leader can submit from the magic link in under 5 seconds without logging in.
